Elmer Granados of the 400 block of Randolph Street, NW, and charged him with Theft Two and Possession of the Implements of Crime. He is alleged to have obtained free time on a meter by reportedly placing a quarter, attached to a string, in a meter in the 200 block of C Street, SW, and receiving time on the meter after removing the quarter.
DDOT estimates that the city and its tax payers loose [sic] an estimated $500,000 annually as a result of persons who vandalize parking meters by unlawfully “cheating” meters. DDOT noted that it will continue to work with its partners, the DC Department of Public Works, Metropolitan Police Department and its meter contractor, ACS-Inc. to combat this problem.
